I would normalize relations with Cuba
We don't punish China for their human rights abuses and politics and we shouldn't punish Cuba. The citizens are the ones who suffer the most from any 'sanctions.'
I would send condolence letters to families of soldiers who commit suicide
At home or abroad. A loss is a loss.

Balancing the budget on the back of defense
I would balance the budget by cutting defense. Defense would be mainly defending our own borders, and since the US has never been invaded by a foreign force, defense should not cost that much. I estimate that defense could easily be cut by 80% based on the fact that the US spends roughly 10 times more than Russia or the UK or France, and about 7 times more than China. Even at 20% of current spending we would still be spending double what most countries spend and 43% more than China.

Taxing the poor
No one who makes under $20,000 would pay any taxes on their income. Not income tax, not FICA, not Medicare. So a married couple, or a two income household, would not pay any taxes on their first $40,000 of income. These people would not have to file tax returns saving the government from having to process millions of returns. I would encourage states to rewrite their tax laws to reflect the $20,000 zero tax bracket.
Think how much this would stimulate the economy. Imagine all the folks making $375 a week were suddenly taking home $375 instead of $280. That would be like getting a 34% raise! Most people in that income range would spend most of that extra $95 each week.

Paying for war
I would pass a law that would require all future wars to be funded currently by a variable surtax on all income over $250,000 per person. At the end of each year, we would calculate the total current war costs (including continuing care for the wounded, and replacement costs for equipment, etc.) and we would estimate the surtax rate necessary to collect enough taxes to pay for the costs. If the total surtax collected was not enough to cover the total cost of the war, we would adjust the rate and send out notices of additional taxes due. This surtax would also apply to corporations. If the corporation was a military contractor, the surtax rate would be double, but not more than 90%. The doubling of the surtax would also apply to all income derived from military contractors, so that employees, subcontractors and shareholders would pay the double surtax rate.
